Transparency means people can understand when AI is being used and, where appropriate, how decisions are made. Accountability means there is clear human ownership for risk decisions, incidents, and corrective action. Privacy means the data lifecycle is governed appropriately. Safety and reliability mean systems are tested, monitored, and controlled within defined performance boundaries. These principles are widely accepted. The challenge is operationalizing them consistently across many use cases, business units, and vendor environments.
The real problem is not commitment, but operationalization
A large number of enterprises already say responsible AI matters. What remains uneven is execution. Stanford HAI’s 2024 AI Index shows that many organizations have implemented at least some responsible AI measures, but comprehensive operational maturity remains limited. In the survey summarized by the report, 90% of companies had operationalized at least one data-governance measure, yet fewer than 0.6% had fully operationalized all six measures tracked. In transparency and explainability, the global mean was 1.43 out of four measures adopted, and fewer than 0.7% had fully operationalized all of them. The story is not that enterprises are doing nothing; it is that most are still far from systematic, enterprise-grade governance.
That pattern helps explain why so many organizations can point to meaningful AI benefits and still feel governance is lagging behind ambition. McKinsey’s 2023 survey found that 55% of respondents said their organizations had adopted AI, yet fewer than a third said they had adopted it in more than one business function. Just 23% said at least 5% of EBIT in the previous year was attributable to AI. Adoption alone is not the same as scaled value.

That creates a retrofit problem: trying to bolt governance onto systems already in use. It is possible, but it is slower, costlier, and more politically difficult than building governance in from the beginning.
A second obstacle is skills and literacy. MIT Technology Review Insights found that companies struggle to scale AI because of inadequate data, talent gaps, unclear value propositions, and concerns about risk and responsibility. The same report emphasizes that organizations are often not investing enough in training, not only for technical specialists but also for the wider workforce that needs to use, supervise, and govern AI systems responsibly. MIT Sloan Management Review adds an important leadership dimension: executives who want to derive business value from AI need to make AI literacy a continuing habit, not a one-time orientation exercise. The goal is not to turn every executive into an engineer, but to ensure leaders can ask better questions about models, risks, tradeoffs, and controls.
A third obstacle is organizational design. Enterprises often create AI councils or ethics committees that produce principles and review decks but are too far removed from procurement, product, engineering, security, legal, and operational workflows. Governance bodies are necessary, but they only work when they have authority, escalation paths, and integration into real decisions. PwC’s research is especially useful here: as organizations mature, responsibility increasingly moves to first-line teams such as IT, engineering, data, and AI, while second- and third-line functions review, govern, and assure. That distribution is more scalable than relying on committee review for every use case.
What a credible enterprise responsible AI framework includes
The first requirement is visibility.
You cannot govern AI you cannot see. That means maintaining an inventory of AI systems, models, use cases, vendor-provided AI capabilities, and material decision points influenced by automation. This includes internal tools, embedded SaaS features, externally hosted models, and vendor systems that process enterprise or customer data. Without inventory, governance remains partial by definition.
The second requirement is risk classification.
Not all AI systems carry the same stakes. An internal knowledge assistant is not equivalent to an AI system used in recruitment, credit, medical decision support, safety functions, or customer eligibility determinations. Somebody must own AI risk decisions. In mature programs, this usually involves an enterprise governance body with representation from legal, compliance, privacy, security, technology, and business leadership, combined with clear operating ownership within product, engineering, data, or process teams. The fifth requirement is AI literacy across the organization.
Training should not be limited to data scientists. PwC reports that nearly six in ten respondents say responsible AI improves ROI and organizational efficiency, and that more mature programs are associated with clearer priorities, stronger accountability, and better execution. Governance, when designed well, reduces ambiguity and accelerates decisions.
IBM makes a similar case from a different angle. In reporting on research from the IBM Institute for Business Value and the Notre Dame-IBM Technology Ethics Lab, IBM stated that organizations spending more than 10% of their AI budgets on ethics saw 30% higher operating profit from AI than those spending 5% or less. The same research also cited improvements in customer satisfaction and retention, incident prevention, and AI adoption. The exact figures should be interpreted in the context of IBM’s methodology, but the broader message is hard to ignore: trust and governance can support adoption and business performance rather than merely constrain them.
Trust also matters externally. Edelman’s 2024 Trust Barometer argues that acceptance of innovation depends heavily on whether people believe it is being managed responsibly. Google Cloud’s AI Adoption Framework is useful as a maturity lens because it describes AI progression in phases: tactical, strategic, and transformational. While it does not explicitly say governance always lags adoption, it does reinforce the idea that scaling AI requires coordinated capability-building across people, process, technology, and governance-related controls such as data protection and secure handling of sensitive information.

A useful test of maturity is not whether your organization has an AI policy, but whether it can answer a few operational questions clearly. Do you know what AI systems are in production or under active development? Do you have a consistent process for classifying AI risk before deployment? Are documentation, testing, and human oversight expectations defined by risk level? Are business teams, technical teams, and control functions aligned on ownership? Do leaders and users have enough AI literacy to identify issues early? Are systems being monitored after launch, not just reviewed before it? If the answer to several of these questions is unclear, the issue is probably not commitment but operational readiness.
